Egypt Readies an Infrastructure Guarantee Facility to Draw In Private Capital
Egypt is in the final stages of launching a guarantee facility for infrastructure project finance, prepared in cooperation with the World Bank and discussed with eleven international and regional institutions at a high level meeting, the Minister of Planning and Economic Development, Ahmed Rostom, said in a statement published by his ministry on Wednesday. The ministry said the facility is designed to provide long term financing in local currency and to reduce the risk of investing in renewable energy, water treatment and desalination, and modern transport.
Eleven institutions around one mechanism
The ministry named the African Development Bank, the European Investment Bank, the European Bank for Reconstruction and Development, the Asian Infrastructure Investment Bank, the Japan International Cooperation Agency, British International Investment, the French Development Agency, the World Bank Group, the International Finance Corporation, the German development bank and the Swiss State Secretariat for Economic Affairs as represented at the meeting, and said their representatives expressed readiness to join and to help provide the guarantees the facility needs. A World Bank team presented the execution status, the launch stages and the timetable for the start of operations.

What the statement does not say
The release carries no monetary figure at all: no size for the facility, no guarantee capacity, no expected leverage over private capital, no number of projects and no date for the launch or for the start of operations, although it says a timetable was presented at the meeting. The minister said the work is intended to ease pressure on the state budget and to raise the efficiency of public spending, and framed it within the structural reform programme and the targets of Egypt Vision 2030.
Why it matters: the two things that hold back private infrastructure finance in Egypt are the tenor of the money and who carries the risk, and a guarantee mechanism is aimed at both. Doing it in local currency matters more than the headline, because it is the currency mismatch that has made long dated project finance expensive. How much difference it makes depends on the guarantee structure, the capacity and the pricing, none of which has been published.
Outlook: the test is the first transaction. Until the facility publishes a size, a guarantee capacity and a date, the announcement sets a direction rather than a scale. The same ministry said on the same day that public investment in health is put at about 108 billion pounds in the 2026/2027 plan, an increase of about 27 percent on the previous year on the ministry’s figure, which is the scale of budget spending the private capital is meant to work alongside.
