UK gross reserves fall 5.6 billion dollars in July as two trade remedy cases open
The United Kingdom published its official holdings of international reserves for July 2026 on 5 August, and the headline is a material decline in gross reserves alongside a broadly stable net position. Government gross reserves dropped by 5,622 million dollars over the month while government net reserves were almost unchanged.

The release states that no intervention operations were undertaken in the month, and notes that figures may not sum because of rounding. The small fall in government net reserves breaks down into valuation effects of minus 13 million dollars and transactions against sterling of minus 268 million dollars, within which UK public sector customers accounted for minus 549 million dollars, partly offset by an “Other” line of plus 281 million dollars. That breakdown accounts for the movement in the net position only. The release offers no equivalent reconciliation, and no prose explanation, for the larger movement in gross reserves.
The same day brought two separate trade remedy developments. The Trade Remedies Authority initiated a safeguard investigation into imports of polyethylene terephthalate, case SG0094, stating that it had that day initiated a new safeguard investigation into imports to the UK of polyethylene terephthalate. The applicant is Alpek Polyester UK Ltd, a producer of polyester products based in Redcar. The authority records that in 2025 total imports of PET were worth over 300 million pounds. Crucially, it is the first new safeguard case the authority has opened since it was established following EU exit in 2021.

INOVYN ChlorVinyls Limited is described by the authority as the UK’s only producer of suspension polyvinyl chloride, which places the entire domestic production base behind the complaint.
Funding conditions, meanwhile, showed no strain. The Debt Management Office auctioned the 4.625 percent Treasury Gilt 2032 on 4 August, settling 5 August. It allotted 4,250 million pounds against bids of 14,182.500 million pounds, a cover ratio of 3.34 times. The average accepted price was 100.055 pounds for a yield of 4.613 percent, with the highest accepted price at 100.130 pounds and the lowest at 100.044 pounds, giving a tail of 0.2 basis points. Our reading is that a tail that narrow alongside cover above three times points to firm demand at the six-year point of the curve.
Why it matters: the reserves data confirm that the July fall was not the result of currency intervention, since the Treasury states explicitly that none took place, which redirects attention to valuation and to the composition of public sector flows. The trade remedy cases matter for a different reason: the first new safeguard investigation in five years signals that the authority is now willing to use its widest instrument, and a safeguard applies to imports from all origins rather than to named countries.
Looking ahead: registration for interested parties closes on 19 August for the PET case and 21 August for the S-PVC case, and the authority has not published case-specific statutory milestone dates beyond those. The August 2026 reserves figures are due for publication on 3 September 2026, a date given in the body of the July release itself rather than on the publication page. The Bank of England’s Monetary Policy Committee, which held Bank Rate at 3.75 percent on 29 July, meets again on 17 September.
