The $40 Trillion Era: How America’s Rising Interest Bill Is Reshaping Growth, Markets and the Global Economy

Report summary

The United States crossed $40 trillion of total public debt outstanding on 18 August 2026. Treasury recorded $40.047 trillion, comprising $32.266 trillion of debt held by the public and $7.782 trillion of intragovernmental holdings. The headline is nominal; the economic issue is the market-facing stock and its refinancing cost. Debt held by the public is the measure that competes for private capital, influences long-term interest rates and transmits U.S. fiscal conditions into global funding markets. The fiscal structure is becoming increasingly interest-driven. CBO's February 2026 baseline has the federal deficit at 5.8 percent of GDP in 2026 and 6.7 percent in 2036. Over the same interval the primary deficit improves from 2.6 percent of GDP to 2.1 percent, while net interest rises from 3.3 percent to 4.6 percent and more than doubles in dollars from $1.039 trillion to $2.144 trillion. Interest accounts for about 88 percent of the projected dollar increase in the deficit. By 2036 it absorbs roughly a quarter of federal revenue and approaches the size of the entire discretionary budget. The stock is now large enough that modest changes in the eventual financing rate produce very large budget effects. CBO estimates the average rate on debt held by the public at about 3.4 percent in 2026, rising toward 3.9 percent later in the projection period as securities mature and reprice.
