Middle East Market Wrap 16 September: Doha Leads the Fallers Into the Fed and Cairo’s Fixing Passes 52
6 of the 9 indices on our Middle East board fell on Wednesday, in a session of small moves everywhere but Doha and Muscat: Qatar’s QE Index lost 1.39 percent, the board’s worst by more than half a percentage point, while Dubai’s DFM General led the gainers at 0.66 percent higher and Saudi Arabia’s Tadawul All Share closed 0.02 percent lower, all but flat, hours before the Federal Reserve’s decision with a quarter point rise near fully priced: Fed funds futures put the probability near 92.5 percent, per the CME FedWatch tool as cited by the network. Brent crude traded at 107.43 dollars a barrel at our 12:30 GMT capture, down 1.21 percent from Tuesday’s settlement.
Doha stands out on a board that barely moves into the Fed
The QE Index fell 1.39 percent to 9,637.76 on our calculation against our published Tuesday close, the region’s largest move in either direction, and Oman’s MSX 30 lost 0.85 percent to 7,550.18, the only other fall beyond a quarter of a percent. The rest of the Gulf sat close to the line: the Tadawul All Share eased 0.02 percent to 10,779.96, Kuwait’s All Share 0.04 percent to 8,942.04 and Abu Dhabi’s FTSE ADX General 0.22 percent to 10,113.70, while Dubai’s DFM General rose 0.66 percent to 5,966.65 on the exchange’s own daily figure and Bahrain’s All Share added 0.02 percent to 1,929.76. A board this quiet the day the Federal Reserve decides is, on our reading, the Gulf waiting rather than positioning, and the oil leg gave it room to wait: Brent eased 1.21 percent at our capture after United States crude inventories rose 7.1 million barrels in the week ended 11 September against expectations for a draw of about 1.6 million, per a Reuters report carried by the network, citing sources for American Petroleum Institute data.
Cairo slips as the official rate moves, and the 2 fixings that matter
Egypt’s EGX 30 eased 0.16 percent to 54,822.66, opening exactly on Tuesday’s 54,909.17 close and touching 55,099.71 during the session on the exchange’s own figures, and Jordan’s ASE Index rose 0.13 percent to 4,111.60. The pound’s official rate weakened alongside: the Central Bank of Egypt’s dollar/pound exchange rate read 52.1447 to buy and 52.2837 to sell for 16 September, from 51.9968 and 52.1345 on Tuesday, a move of 0.28 percent on our calculation that takes the official rate past 52 to the dollar on both sides, from a buy side below 52 on Tuesday. The Central Bank of Kuwait’s dollar/dinar reference rate held at 0.30695/05 for 16 September with a value date of 18 September. Both fixings print in the official rates table below.

Why it matters: the Gulf’s boards traded the hours before the decision as a settled question, on our reading: with the rise near fully priced, Riyadh, Kuwait City and Manama closed within 5 basis points of flat, and the day’s information sits at the edges of the board instead, in Doha’s 1.39 percent fall and in Cairo, where the equity slip came with an official fixing through 52 to the dollar. The barrel eased rather than pressed, per the network’s report of the inventory build, which for once left the region’s rate story and its oil story pulling in the same direction: softer. Across everything we published today, the Kospi is the day’s best index at 1.37 percent higher and the QE Index the worst at 1.39 percent lower.
Outlook: the Federal Reserve decides later today, with a quarter point rise near fully priced per the FedWatch figures the network cites, and our United States wrap will carry the outcome; Thursday’s Gulf session is the first to trade the decision itself. The Bank of Japan follows on Friday. Europe is trading the same backdrop now, and our Europe wrap follows today. For the region the open questions are whether Doha’s fall extends or retraces once the decision is in, and whether the CBE’s fixing holds past 52 on both sides.
