Qatar Investment Authority Launches Doha Investment to Hold Its Domestic Portfolio
Qatar has established a dedicated investment platform, Doha Investment, wholly owned by the Qatar Investment Authority and carrying its own mandate and board, to manage the sovereign fund’s portfolio of domestic investments. The launch was announced by the Prime Minister at the Qatar Economic Forum: UNGA Special Edition in New York, in remarks Qatar News Agency reported on 20 September 2026.
The platform begins with a portfolio of more than 40 companies reaching more than 80 markets worldwide. More than 20 of those companies recorded revenues above 1 billion Qatari riyals in 2025, according to the Qatar Investment Authority’s own statement. The holdings placed under the new platform include Qatar Airways Group, QNB Group, Ooredoo Group, Qatari Diar, Katara Hospitality and Hassad Food. The authority says the platform also aims to build new champions in priority clusters including advanced technologies, manufacturing, supply chain and healthcare, among them Qai, a national artificial intelligence platform.
His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, chairs Doha Investment. “Through this platform, we aim to expand the role of the private sector in driving Qatar’s economic growth,” he said in a speech at the opening ceremony of the forum, quoted in the authority’s statement. “It will support our strongest companies, help emerging businesses grow, deepen capital markets and attract international capital and expertise to contribute to this effort.”
His Excellency Sheikh Faisal bin Thani Al Thani, Minister of Commerce and Industry, serves as Managing Director and Vice Chairman. “Strong economies are built company by company,” he said in the same statement. “Doha Investment will be an active, long-term partner to the businesses in its portfolio, working alongside management teams to unlock new sources of value and support their growth and competitiveness in the region and internationally.” He added that the platform would partner with local and international investors “to build the next generation of Qatari national champions, bringing together capital, expertise and technology in the sectors where Qatar has the potential to lead.”
The investment pipeline
Speaking at the forum, the Prime Minister set out the scale of the domestic programme the platform is intended to support. Qatar News Agency reported him identifying new infrastructure projects worth approximately 38.5 billion US dollars over the next five years, including public-private partnership projects, and real estate and hospitality projects expected to attract private investment totalling 22.5 billion dollars. Among the latter, the Simaisma Beach project is projected to draw around 5.8 billion dollars. Taken together, the Prime Minister put the pipeline above 60 billion dollars over a five-year period.
These figures were given in the Prime Minister’s remarks as carried by Qatar News Agency. They do not appear in the Qatar Investment Authority’s own release, which confines itself to the portfolio metrics above.
Why it matters: The structure separates the sovereign fund’s domestic holdings from its international book and places them under a board with a defined mandate, while ownership remains with the fund. That is a governance step rather than a change in ownership, and the structure is a familiar one among Gulf sovereign investors, which commonly hold domestic assets through a vehicle sitting between the fund and its operating companies. Outlook: The authority says the platform supports the objectives of Qatar’s Third National Development Strategy, and its stated aims are to build national champions, widen private-sector participation, deepen capital markets and attract international capital. The next test is how quickly that mandate turns into co-investment, public-private partnerships and other structures that bring private and international capital alongside the portfolio companies.
